    Luxury adaptive reuse in Cleveland's University Circle.

    Originally constructed in the early 1920s, Park Lane Villa was a 185± unit Project-Based Section 8 building until 2003, when HUD determined that the property's utility systems were at risk of total collapse. HUD vouchered the residents out, the building was boarded up, and ownership transferred to the City of Cleveland.

    The City issued an RFP for redevelopment and received three credible proposals. Two pursued a like-for-like rehabilitation that would have preserved the low-income housing program. TFG took a different position: a 96-unit high-end luxury repositioning. The conventional wisdom was that it couldn't be done — there was not a single unit of luxury-grade housing in University Circle at the time.

    TFG's demographic and market research told the opposite story. Both individual demand and institutional anchors in University Circle were ready to support high-end residential — provided the building delivered a secure, premium living experience. Focus groups confirmed that security would be the deciding factor, and that is what TFG built: a building designed for the future of the neighborhood.

    By the end of the first lease-up season the building was fully occupied, and — with the singular exception of the pandemic — has remained fully occupied ever since. TFG management has stayed focused on resident experience, and the depth of multi-year holdover residents is the clearest proof of the project's success.
