    A deep recapitalization of family public housing in Elyria.

    Wilkes Villa represents the substantial rehabilitation of over 174 family public housing units in Elyria, Ohio. The development team included TFG together with Raise Up (Lorain Metropolitan Housing Authority).

    The project was capitalized with 4% Low Income Housing Tax Credit equity, a HUD 221(d)(4) mortgage, and a bridge loan — a layered structure designed to deliver a deep recapitalization while preserving long-term affordability.

    Construction began at the end of 2025 and will be completed in 2027. Raise Up continues to own and manage the property as part of its public housing portfolio.
