
Western Horizon represents the substantial rehabilitation of 353 public housing units in Lorain, Ohio. The project team combined Leavitt Homes, Westview Terrace, and Westgate Apartments into one partnership for one of the largest RAD transactions in Ohio. The development team included TFG together with Raise Up (Lorain Metropolitan Housing Authority).
The project was capitalized with 4% Low Income Housing Tax Credit equity, a HUD 221(d)(4) mortgage, and a bridge loan — a layered structure designed to deliver a deep recapitalization while preserving long-term affordability.
Construction began in 2026 and will be completed in 2028. Raise Up continues to own and manage the property as part of its public housing portfolio.
