    Master-planned mixed-income redevelopment in Central.

    Arbor Park Village has been a major success story for the City of Cleveland and the Central neighborhood. The redevelopment transformed an aging public housing site into a true mixed-income, master-planned community of townhomes and senior housing — anchored by community amenities including playgrounds and gathering spaces.

    The redevelopment intentionally reduced the total unit count from 820 to 629 units, while increasing the overall number of bedrooms to better match the household composition of today's residents. Larger family units replaced obsolete configurations, delivering housing that actually fits the way residents live.

    The result is a stable, walkable neighborhood with a long-term affordability mission — and a built environment that signals investment, dignity, and permanence in the heart of Central.
