Glenville CircleNorth

Glenville CircleNorth is a 63 unit New Market Tax Credit Development, which houses GlenVillage, The City of Cleveland’s 1st transformation initiative project started by Mayor Frank Jackson. It is a small business incubator. It also houses CLEworx, a co-shared space managed by The Finch Group. The residential portion consists of 63 one and two bedroom units, two which are project based section 8 units and another 14 which are income restricted to meet the NMTC requirements.

Park Lane Villa

In 2003 HUD determined that this 185± unit Project Based Section 8 building, originally constructed in the early 1920’s, was at risk of a collapse of all of its utility systems. HUD vouchered everyone “out,” boarded up the building and gave it to the City of Cleveland. The City issued an RFP for redevelopment and received three quality proposals. Two of those proposals were for a rehab to maintain the low-income housing nature of the project. TFG proposed a 96 unit high end luxury property. Most thought that TFG was crazy. There was not one unit of minimally quality housing in University Circle. Couldn’t be done. TFG’s demographic research reported just the opposite. There was significant socio economic support on both the individual and institutional side to support high-end housing. However, focus groups indicated that the building would have to be secure. That is what TFG built, a building for the future. By the end of the first rent up season the building became fully occupied and, except for the Pandemic, has remained full.

That was the start. Next was the living experience. TFG management has focused on the resident experience and our multiyear holdover residents has proven our success.

CircleEast Townhomes

CircleEast Townhomes is a 20 unit property that we own with University Circle Inc. It has 12 NSP income restricted units. This one is in East Cleveland.

Arbor Park Village

Arbor Park Village has been a huge success for the City and the Central Neighborhood. The redevelopment reduced the number of units from 820 to 629 units but increased the number of bedrooms to fit the current needs of the residents.

Abington Arms

An $18,000,000 Recapitalization – TFG was retained by Holy Rosary Catholic Church, the Little Italy neighborhood church, and University Circle, Inc., a 501 (c)(3) Community Development Corporation for the local area (“UCI”), to refinance and rehabilitate 152 low income elderly housing units in University Circle; the Medical and Cultural Center of Cleveland, Ohio. At that time, the 38 year old low-income “senior” housing resource was showing all the signs of its age. The ownership was 50% Holy

Rosary Catholic Church, the neighborhood church, and 50% UCI. Because of the rapid gentrification of the “Circle”, Holy Rosary Church and UCI were concerned that if this property was not fixed up, HUD might determine that the physical plant was inadequate and this affordable housing resource could be lost to the community. TFG was charged with creating a workable full rehabilitation/upgrade of the 38 year old systems; and charged with structuring a refinancing, including the use of Low Income Housing Tax Credits (“LIHTC”), to generate an appropriate amount of sources of funds. Furthermore, we extended the Housing Assistance Payments Contract {i.e.

the Project Based Section 8} for twenty years. Fourteen months later, February 2017, the ownership was restructured, admitting TFG to the partnership allowing for an “arm’s length” sale of the property {thus generating “Acquisition Credits” that had the impact of increasing the LIHTC equity} and implementing over $7.5M of LIHTC qualified expenditures for stabilization and physical upgrades. The full rehabilitation construction work was completed on time and on budget in December, 2017.

Hitchcock Housing

Hitchcock Housing, a 53 unit, 100% Project Based Section 8 development (devoted to individuals and families earning at/below 30% and 50% of Area Median Income). Besides adding a much-needed affordable housing resource, this component of the larger Hitchcock mission compliments the services of the Hitchcock Center for Women. Hitchcock Center for Women (HCFW) provides treatment and recovery for women experiencing substance, drugs and alcohol, abuse issues. Many of its clients come from abusive homes, currently are homeless and/or are responsible for at risk children.

This project is expected to be completed in Q3 of 2025.
